Alternate PFMS Fund Flow

The Just-in-Time release of Centrally Sponsored Schemes (CSS) funds is a mechanism designed to efficiently release funds to beneficiaries. The SNA-SPARSH model integrates State IFMS, PFMS, and e-Kuber of RBI to achieve the following:

Efficient fund release: Funds are transferred directly from the treasury to the beneficiary's bank account, ensuring accuracy and transparency.

Efficient payment processing: Real-time fund realization is enabled through payment files processed by the Cyber Treasury against the SLS.

"Just-in-Time” release of Centrally Sponsored Schemes (CSS) funds through the e-Kuber platform of the Reserve Bank of India (RBI).

The General Financial Rule 232(v) mandates the release of funds to State Governments and monitoring their utilization through PFMS. To enhance the monitoring of fund availability and usage under CSS and to minimize float, the Department of Expenditure issued guidelines on 23rd March, 2021 (OM No. l(13)PFMS/FCD/2020). These guidelines outline a revised procedure for the flow of funds under CSS.

Furthermore, as per rule 230(7) of GFR 2017, which emphasizes the principles of "just-in-time release" for payments, an alternative fund flow mechanism has been introduced. This mechanism, named SNA-SPARSH (Real-time System of Integrated Quick Transfers), aims to bring greater efficiency to cash management at both the Centre and State levels. It integrates PFMS, State IFMIS, and the e-Kuber platform of RBI in a phased manner.

Installation Steps

DSC Token

Plug your DSC Token into your computer's USB port.
Install the software that comes with your DSC Token.
After installing, check if the Signer Digital Browser Extension is already installed on your computer.
How to check on your computer:
- Click the Start menu, go to Settings (gear icon), then select Apps or Apps & Features.
- Look for the app named Signer Digital Browser Extension.
If you find it, please uninstall the current version before installing the latest one.

After installation, you can continue with the next steps.

Google Chrome

Open Google Chrome.
Go to the Chrome Web Store.
In the search bar, type Signer.Digital Digital Signature, PKI and press Enter.
Locate the extension from the search results.
Click the Add to Chrome button.
In the pop-up dialog, click Add Extension.
The extension will be installed, and you will see the Signer.Digital icon in the Chrome toolbar.

Microsoft Edge

Open Microsoft Edge.
Navigate to the Edge Add-ons Store.
Use the search bar to find Signer.Digital Digital Signature, PKI.
Click Get to add the extension.
In the confirmation dialog, select Add Extension.
The extension will be installed and accessible in the Edge toolbar.

Mozilla Firefox

Open Mozilla Firefox.
Visit the Firefox Add-ons Store.
Search for Signer.Digital Digital Signature, PKI.
Click Add to Firefox.
In the pop-up dialog, click Add to confirm installation.
The extension will be installed and available in the Firefox toolbar.
